US Genuine Issue Entrenching Tool (E-Tool) Carrier is a rugged. This rugged pouch is designed to securely hold standard three-fold folding shovels. Originally issued as part of the Army's Modular Lightweight Load-carrying Equipment (MOLLE II) system, it is built to survive extreme field conditions while keeping essential tools. 

It is also frequently used for general utility (rations, first aid supplies, or small electronics), and as a canteen pouch or for holding large radios and extra magazines.
